Learn More About Protesting a Government Contract Award

Federal agencies are required to award government contracts in accordance with numerous acquisition laws and regulations.

If a party interested in being awarded a government contract believes that an agency has violated procurement law or regulations in a solicitation for goods or services, or in the award of a contract, they may first make a simple request for clarification with the contracting agency. If the concern is not resolved, through the request, the party may file a bid protest with the U.S. Government Accountability Office (GAO).

Bid Protest Procedure

Agency protests and GAO protests must contain similar information, which includes:

  • Name, address, fax, and telephone number of the protestor.
  • Solicitation or contract number.
  • A detailed, concise statement of the legal and factual basis for the protest.
  • Copies of all relevant documents.
  • A request for an agency ruling.
  • A statement of the relief sought.
  • All information establishing that the protestor is an interested party.
  • All information establishing the timeliness of the protest.

Once the GAO receives the filing, the petitioner will receive an automated reply advising that a file number and attorney will be assigned to the filing, and give information about the online Bid Protest Docket that provides updated information about the status of the filing.
